Opening speech at the opening ceremony of the Seminar on “Opportunities and Sustainability of Construction in Macau”

Good morning ladies and gentlemen!
On behalf of the Macau Construction Association I welcome you all for coming here today.
Macau has experienced unprecedented construction boom in the past 5 years which provides excellent opportunities for the local construction industry to flourish. The transformation of the city into a major gaming, entertainment, resort, convention and exhibition centre in Asia has attracted numerous international investors and real estate developers. It is estimated that construction value between 2005 and 2010 will amount to more than 50 billion patacas.
The tourism industry has broken all time record with some 21 million tourists in 2006 and already more than 19 million in the first 3 quarters of 2007 and going strong. While more new hotel and entertainment projects are under planning and construction, the Macau SAR Government is also speeding up the delivery of public projects, such as expansion of the airport, new ferry terminals, expansion of border crossings, new bridges, roads and tunnels, a light rail system, sewage and waste treatment facilities, public housing, schools, hospitals and massive urban renewal projects.
Moreover, the private sector is also making long-term planning and investment in large-scale commercial and residential developments, which is a clear indication of confidence in the future of the territory.
Newly completed world class projects such as The Venetian, Wynn, Grand Lisboa and Star World are just forerunners of a new wave of large-scale hotel-resort and casinos development in Macau. All these projects are of international standard in terms of planning, design and contracting. It also requires advanced construction technique and project management skills to assure quality and timely completion.
The completion of more and more large-scale projects also creates new markets for facility management. Up-keeping and maintenance of properties will be a major and long-term issue for the local building industry.
In the past years, Macau Construction Association worked closely with the Macau SAR Government to provide much needed training for members of the local construction industry. Technical seminars, forums, field trips and educational training sessions are being organized on a regular basis for members in order to provide valuable trade information and upgrading of professionalism.
A recently launched training course for local construction managers has received tremendous response. In view of the strong demand, more educational training courses will be launched with the support of the Labor Department.
We also cooperate with professional institutions, trade associations and private organizations in the region to share our resources and know-how. The current prosperity also paves the way for local construction industry to contemplate long term planning and investment in human resources.
It is anticipated that more and more construction professionals will come to Macau to work with us. One of the main objectives of this seminar is to provide a learning and experience sharing platform for building and construction professionals, developers and the builder’s trade to keep abreast of the latest development of the building industry and new projects in Macau.
Finally, I would like to take this opportunity to thank you again for joining us today. I am sure this is the beginning of a long working relationship for us and I look forward to seeing you again in the near future.

Sustainability Development Trends in the Construction Industry |

Edmund K H Leung was a graduate of the University of Hong Kong in Mechanical Engineering in 1967. He has pursued an engineering career for 40 years, starting with the power utilities, and then manufacturing industry before his focus on the construction industry. He had been closely involved with construction projects of most of the railways and highway tunnels projects in Hong Kong.
Edmund is very active in public services, and served as the President of the Hong Kong Institution of Engineers for 1995/1996; the Chairman of the Institution of Mechanical Engineers, Hong Kong Branch, for 1997-2000. He is currently a Deputy Chairman of the Hong Kong Institute of Directors, an Adjunct Professor of the Department of Building Services Engineering of the Faculty of Land Use of the Hong Kong Polytechnic University and a non-executive director of Evans & Peck Asia.
He is also serving as a Board Member of the Hong Kong Airport Authority, a Member of the Town Planning Board and the Chairman of the Energy Advisory Committee, among other public services

Mr. Tommy Veng Seng Lau is the President of Board of Directors, Macao Association of Building Contractors and Developers. He is a registered Engineer and Contractor of Macau and has been participating actively in various construction and real estate development projects. Mr. Lau holds position of managing director of T & E Consultant Co. Ltd. and Hou Lin Construction and Real Estate Development Co. Ltd. Over the years, he has taken up leading role in many important Commercial and Professional Associations. Recently, he is appointed by Macau S.A.R. to serve in many public service positions and has made remarkable contribution.

Issues & Challenges for the Building Architecture and the Construction

Francisco V Pinheiro is the elected Vice-President of the Architects Association of Macau, as well as Member of OAP and AIJ (Architectural Institutes of Portugal and Japan). He is the Technical Advisor at the Macao Municipal & Civic Bureau and an adjunct professor at the Inter-University Institute of Macao and part-time lecturer at the Tourism Formation School.
Francisco worked in the Macau Government and non-government units since the 1980s in projects with historical and cultural heritage framework. Since the 1990s, he worked in educational programs and projects and then in several municipal projects and promoted the recovery of dilapidated areas and artifacts, including the proposed guidelines and plan for the recovery and rehabilitation of the Coloane Historical Village.
In recent years, Francisco is studying ways to improve the streetscape and urban landscape of Macau for the betterment of heritage preservation and quality of life improvement, beside his academic and associative works including public speaking at numerous local, regional and international seminars.

Steven Root is Member of PMI and APMP as well as a senior professional Project/ Risk/ Programme Manager for 20 years with full life-cycle experience of construction, commercial and IT programs from pre-feasibility to post-operational support.
Within the construction sector, Steve has established and managed global, multi-vendor development and procurement projects, with project management offices for projects up to US$9 billion in value. He has also carried out large-scale risk analysis studies on both program and cost for bankable, fund-raising purposes.
Steve has also served at departmental head level for both project and software developments in major financial institutions. He is now a Senior Associate in Evans & Peck (Hong Kong) Co Ltd, overseeing planning and risk analysis for fitting-out and relocation project for a major U.S. investment bank and conducting project management training and progress reviews on ongoing construction projects for due diligence purposes.

Kevin M L Ng, Contracts Manager of Hip Hing Construction Co Ltd, have over 25 years of experience in the construction industry. Before joining the Hip Hing Group 11 years ago, Kevin worked in Singapore for 3 years. In the latest 5 years with Hip Hing, he is strongly involved in developing and promoting the ‘precast concrete construction’ technology, including redesigning the in-situ concrete construction to precast concrete construction.
